Ningxia Yinchuan sets off another climax in building a -computing power capital-

On October 18, 2023, Yinchuan City in Ningxia held a signing and groundbreaking ceremony for its “100-Day Offensive” initiative. During the event, a total of 48 projects were signed, with a total investment amounting to 20.49 billion yuan (approximately $2.85 billion).

The projects signed on this day included models focused on safety, smart agriculture, integrated air and space systems, and intelligent cultural tourism. Furthermore, Yinchuan Chuangtou, iFlytek, and Jiuchuan Technology announced plans to jointly establish a computing operation company in Yinchuan. This collaboration aims to develop the Yinchuan Computing Center and create a cluster for the artificial intelligence industry, enhancing the integration of AI technology across various sectors and establishing a benchmark enterprise in the local computing industry.

Simultaneously, the groundbreaking ceremony for the Yinchuan Lingwu Smart Computing Innovation Valley took place, with the first phase of investment expected to be no less than 6 billion yuan. This innovation valley will cater to both domestic and international AI and software businesses, providing advanced AI and general computing services. The goal is to support Yinchuan’s and Ningxia’s advantageous and emerging industries, research institutions, and mid- to high-latency businesses in the eastern regions by offering universal computing power and customized model services, thereby promoting the collaborative development of the industry chain.

Currently, Yinchuan is seizing significant opportunities, being the only province in the country to feature both a “exchange center + hub node” model and as the first national comprehensive demonstration zone for renewable energy. The city is concentrating on “intelligent computing” and “smart manufacturing,” aiming to establish itself as a capital for computing power while creating a pioneering area for national innovation in AI applications. It has already launched the country’s first AI chip hardware-software adaptation base and Ningxia’s first hundred-billion parameter large model platform.

To date, Yinchuan has signed 31 key projects in its “Computing Power Capital” initiative, with a total signed investment of 38.05 billion yuan. The city has established intelligent computing capacity of 3,300 petaflops, deployed 3,000 intelligent servers, and successfully implemented large models across various sectors such as government, healthcare, and education, marking significant advancements from inception to substantial operational scales.
